CE Marking: Which Products Require It?
CE marking indicates a manufacturer's declaration that a product complies with the applicable requirements of relevant EU legislation. It is required for product groups covered by that legislation. It is not a general quality award and should not be placed on every product simply because the product will be sold in Europe.
Identify the applicable product rules
Machinery, certain electrical equipment, toys, personal protective equipment, medical devices and construction products illustrate areas with specific conformity requirements. The exact product, intended use and applicable legislation must be identified first. Different rules may apply to products that look commercially similar.
Determine the assessment route
Some products can be assessed under the manufacturer's responsibility; others require the involvement of a notified body under the relevant procedure. A laboratory test report and a notified body assessment are not interchangeable. The required route depends on the product legislation and classification, rather than a seller's promise of a universal CE certificate.
Build the technical documentation
The file may include drawings, risk assessment, specifications, relevant standards, test evidence, instructions and traceability information. The manufacturer prepares the required declaration of conformity and applies the marking as required by the applicable rules. Check the consistency between the product model, the reports, the declaration and the actual product supplied.
Maintain compliance after launch
Changes to design, components or intended use may require the assessment and documentation to be reviewed. Incorrect marking or missing evidence can expose the business to enforcement action. Keep a controlled version of the technical file and identify who maintains it.
