CE Technical Documentation and Manufacturer Responsibilities

Technical documentation is the evidence supporting a product's conformity with the applicable CE requirements. It should connect the actual product design, identified risks, assessment route and declaration. Buying a commercial document labelled as a CE certificate does not replace this work or the manufacturer's legal responsibilities.

Identify the product and its rules

Document the model, intended use and relevant product legislation. Machinery, electrical equipment, medical devices and other regulated groups can involve different requirements. The assessment route, applicable standards and any notified body involvement must follow the product's actual classification. Do not assume a report for one model covers every product in a family.

Assemble a traceable file

Depending on the applicable rules, the file may include drawings, circuit diagrams, specifications, risk assessments, test evidence and instructions. Traceability and identification information should be consistent across the product, packaging and declaration. Record the versions used and explain how the evidence supports the relevant requirements.

Review changes during production

A technical file is not a document to prepare once and forget. Changes to components, design, software or intended use can affect the risk assessment and supporting tests. Establish a process for checking whether a change requires additional assessment or an updated declaration. Keep production and compliance teams aligned.

Separate the participants' roles

Manufacturers, importers, distributors, testing laboratories and notified bodies have different responsibilities. Consultancy helps organise preparation; it does not make every participant responsible for the same tasks or remove obligations imposed by the applicable legislation. Özgel Patent provides documentation preparation and coordination support. Start with a clear product specification, existing reports and the intended market so that gaps can be identified before marking and supply decisions are made.
